The main purpose of this study is to design a training model for duty personnel in the northwestern air defense region of the country, which has been implemented qualitatively using an approach based on the data theory of the foundation. Semi-structured interviews were used to collect data and data analysis was performed by Strauss and Corbin method and paradigm model. Sampling was theoretical method using targeted techniques and snowballs, based on which interviews were conducted with senior experts of the organization who had experience and expertise in the field of science and research. The results of the analysis of the data obtained from the interviews during the open, centralized and selective coding process led to the development of data-based theory in the field of on-the-job training of on-duty staff. The model designed in this study includes the dimensions and effective components, causal conditions, context, mediators, constituent elements that show the central phenomenon, consequences and strategies of public policy implementation. Finally, practical suggestions were provided to improve the skills training of duty personnel in the northwestern air defense zone of the country.
