Strong dependence of any organization on the quality of staff employed (quality staff) caused managers and authorities to look for selection and acceptance of the best. This research initiated the work with this question "what are the best practices for recruitment of the quality personnel in the Islamic Republic of Iran Army?" Identifying characteristics of quality manpower and factors affecting the quality of recruitment in the Islamic Republic of Iran Army were determined as the objectives of this research. Naturally, the type of research is qualitative and analytical-descriptive research method by selecting a 20 member community expertise was sought. Data collection for the survey was questionnaire distributed among the two study areas. The data obtained from this study using the Delphi consensus and expert opinion and the results obtained which are sum opinion of at least 95% research experts, has been stated as research outcome. The steps of the scientific method of research starts with initial questions and continues with exploratory studies, conceptual design of the research, making the research model, observation, information analysis and ultimately research conclusion. Firstly, in this research project, the characteristics of qualitative personnel explored from all sources and interviews through questionnaires and interviews with experts, and then the priority ranking of each feature were determined in five categories. Determining the courses of action to recruit different branch categories of a family of twenty-eight branches, four strategies R1, R2, R3 R4 were defined and prioritized strategies courses of action I and II to recruit were found.
