The effect of the hydropolitical security capacities of the border rivers of Iran and Iraq on the passive defense of the west of the country

Abstract
Purpose: The current research has investigated the impact of the hydropolitical security-political capacities of the border rivers of Iran and Iraq on the passive defense of the west of the country with the parameters influencing the process of reducing tensions and forming cooperation.
Method: This applied research was conducted with a descriptive-analytical method and a mixed approach.
Findings: The use of interviews, questionnaires and study of sources and evaluation of indicators and then analysis in two parts of descriptive and inferential statistics reveals that territorial planning (geographical distribution of population, water-bearing industries, etc.) in sustainable development. The border areas of Iran and Iraq, joint interpretation and understanding in the watersheds of the border areas of Iran and Iraq and the formation of a joint passive defense chamber in aligning the measures and actions of the border river basins of the two countries are the cause and complement of peace and reconciliation far from Any tension.
Conclusion: The two countries of Iran and Iraq should solve the issue by considering their hydropolitical goals, by setting up bilateral and multilateral agreements, sustainable development of border areas and active hydro-diplomacy, and by changing the traditional lifestyle of the border dwellers and centralism and necessary training and Help to solve this issue with joint planning.
