The aim of this study is to design a model for recruitment and selection of elites in the universities of the Armed Forces. The statistical population of the study includes expert professors and specialists of the Armed Forces universities with specialization in the field of management. The statistical sample was selected by purposeful judgment of 14 people. Data collection tools included library studies and semi-structured interviews. The validity of the interview questions was confirmed by the content method and its reliability was confirmed by the retest method (0.87). Data analysis was performed with a qualitative approach using the grounded theory and the coding process was performed in three stages of open, axial and selective coding. Based on this, each component of the coding paradigm was described and the model of recruitment and selection of elites was designed, and at the end, a theory based on 15 theorems was created. Based on the calculated model, causal conditions (including "structural conditions", "behavioral conditions", and "contextual conditions"), central category (desire to serve among the elites in the Armed Forces universities), contexts (including "facilitator contexts" and "Motivational contexts"), contextual factors (including "internal modifiers" and "external modulators"), strategies (including "legal-structural strategies" and "cultural-doctrinal strategies"), and consequences (including "effective recruitment and selection of elites" and "improving the quality and increasing the effectiveness of elite use") in the paradigm model were explained and finally the relationships between them were designed in the selected model. Finally, suggestions were made based on the identified strategies for implementing the model.
