Journal Article 2020 10 12 Planning is a picture of the desired future and the first step towards achieving organizational visions and goals. Appropriate planning at the macro level is one of the effective factors in achieving security and national interests, on the basis of which effective strategies and usable resources are determined. The present study aimed to explain the differences between the planning process in defense and non-defense organizations. To collect information, while studying the related theoretical literature, the specialized opinions of the community of experts who have a history of service in related jobs have been used and in data analysis, descriptive and inferential statistics and SPSS software have been used. The results show that in defense organizations, planning, based on the orders of the Supreme Leader, often from top to bottom, has a threat-oriented and mission-oriented and outcome-oriented approach, and the ultimate vision is to maintain the regime of the Islamic Republic of Iran; However, this is the case in non-defense organizations based on the vision and goals and benefits of the organization with competing, profit-oriented and product-oriented approaches. طرح‌ریزی، تصویری از آینده مطلوب و اولین گام در راستای تحقق چشم­اندازها، اهداف و مأموریت­های سازمانی است. وجود طرح‌ریزی مناسب در سطوح کلان، یکی از عوامل مؤثر دستیابی به امنیت و منافع ملّی به شمار می‌رود که مبتنی بر آن راهبردهای اثربخش و نیز منابع قابل بهره‌برداری تعیین می­شوند. تحقیق حاضر با هدف تبیین تفاوت­های فرآیند طرح‌ریزی در سازمان­های دفاعی و غیر دفاعی انجام شده است. نوع تحقیق کاربردی-توسعه­ای است که با روش موردی-زمینه‌ای اجرا شده است. برای جمع‌آوری اطلاعات از روش کتابخانه­ای و میدانی و نظرات تخصصی جامعه خبره که سابقه خدمت در مشاغل مرتبط با موضوع را دارند بهره‌گیری شده و در تحلیل داده‌ها هم از روش آمار توصیفی و استنباطی و نرم‌افزار SPSS استفاده شده است. نتایج حاصله از تحقیق نشان می‌دهد که در سازمان‌های دفاعی، طرح‌ریزی­ها، مبتنی بر تدابیر و منویات و فرامین ولایت و مقام معظم رهبری، غالباً از بالا به پائین، دارای رویکرد تهدید مدار و مأموریت مدار و پیامد محور است که چشم‌انداز و غایت نهایی آن حفظ نظام مقدس ج.ا.ایران است؛ لیکن این امر در سازمان‌های غیر دفاعی مبتنی بر چشم‌اندازها و اهداف و کسب منافع سازمان با رویکردهای رقیب محور، سودمحور و محصول مدار است. https://www.qjmst.ir/article_246629_e585f986eaa36f9406c42d6c498e9c33.pdf
