This is an applied research because the objective is positional and specified for the executive policy-making of the Air Defense Headquarters in the present conditions. Also, the analysis is qualitative-analytical.The supports of the Supreme Leader and the Armed Forces General Commander have played a fundamental role in the defense policy-making of the Air Defense Headquarters and the aim of this research is to explanation of the defense policy-making of this defensive organization based on the military thought of His Eminence. The Air Defense Headquarters will be able to accomplish its mission as long as it enjoys rational and effective policy-making in human resource management, modern military technology, increasing military power and formulation of a comprehensive and effective doctrine in air defense power.It seems that the effectiveness of the air defense power depends on the balanced development of the power standards in this field. What has been introduced as the research problem in this research is how effective the commands and guidance of the Supreme Leader are in the defense policy-making (HRM, military technology, technological power and military doctrine of the Air Defense Headquarter)Finally executive and applicatory policies in three areas of manpower, equipments and combat power and military doctrine are offered. پژوهش حاضر متمرکز بر موضوعی است که "سیاست‌گذاری دفاعی قرارگاه پدافند هوایی  خاتم‌الانبیاء(ص) با بهره‌گیری از اندیشه نظامی مقام معظم رهبری<strong>"</strong>را تبیین می‌نماید.این پژوهش از نظر نوع، کاربردی است که تجزیه تحلیل آن به روش کیفی و تحلیلی  (با تکیه‌بر تحقیق میدانی)  انجام‌شده است. پشتیبانی‌های مقام معظم رهبری و فرماندهی کل قوا، نقش اساسی در سیاست‌گذاری دفاعی قرارگاه پدافند هوایی  آجا ایفا نموده است که هدف از این تحقیق تبیین سیاست‌گذاری دفاعی این سازمان نظامی دفاعی با ابتناء بر اندیشه نظامی معظم‌له می‌باشد. قرارگاه پدافند هوایی  مادامی در مأموریت محوله توفیق دارد که سیاست‌گذاری معقول و اثربخشی در عرصه‌های مدیریت منابع انسانی، بکارگیری فناوریهای نوین نظامی، افزایش توان نظامی و تدوین رهنامه‌ای فراگیر و مؤثر قدرت پدافند هوایی  داشته باشد. به نظر می‌رسد اثربخشی قدرت پدافند هوایی  مرهون توسعه متوازن مؤلفه‌های قدرت در این حوزه است.آنچه در این راستا به‌عنوان مسئله تحقیق مطرح می‌گردد این است که فرامین، رهنمودها و تدابیر مقام معظم فرماندهی کل قوا در سیاست‌گذاری دفاعی در عرصه‌های (نیروی انسانی و مدیریت آن، فناوری نظامی و توان تجهیزاتی و رهنامه نظامی قرارگاه پدافند هوایی  آجا) چگونه مؤثر بوده است در پایان سیاست‌های‌اجرایی‌وکاربردی در سه حوزه نیروی انسانی،تجهیزات و توان رزمی و همچنین رهنامه نظامی قرارگاه ارائه گردیده است. https://www.qjmst.ir/article_22402_1b9ff04ef832682d4712ece27487f84e.pdf
