In literature, different methods such as training, role play, war play, and military training have been brought to develop the capability of army commanders in the decision making. It is also noted in the literature that models of decision making in large armies of the world are different in the fields of cultural, political, social, and technological level of countries, and in each country a unique circumstance has been employed to develop the capability of its military commanders. In this study, after studying the thematic literature on the subject of research and reviewing various decision-making models in the world's major armies, semi-structured interviews with army commanders were conducted, then using Maxqda software, qualitative-exploratory analysis of interviews was performed and finally using the results of steps. Previously, a model has been developed to explain how to increase the capabilities of the commanders of the Army of the Islamic Republic of Iran in the field of decision-making in accordance with the political, cultural structure and decision-making model of the Army of the Islamic Republic of Iran. In order to verify the developed model, a questionnaire was designed which by analyzing the results in SPSS software and using one-sample t-test, the result was that four variables of training, experience, playfulness and feedback on the empowerment of army commanders c. Iran has influence in the field of decision making.
