Explaining the factors influencing the formulation of the passive defense doctrine of the Islamic Republic of Iran based a military approach

Abstract
In today's wars, the doctrine of passive defense and its principles are very important and play an important role for success in future wars. Therefore, the current research has sought to explain the factor of investigation on the factor of the doctrine of the Islamic Republic of Iran using civilian information on a qualitative method. Collecting data by library method and using study and documents and finally their validation by three-step Delphi method has been reported by experts. The study population includes all the documents and documents related to the doctrine, the doctrine of passive defense and passive defense in a country that have been presented in the lists of the Supreme Leader, upstream documents and all related research backgrounds. In addition, the experts were composed of 15 experts in the field of passive defense and air defense who had command and macro management records and were familiar with the doctrine. The statements were selected by a purposeful judgmental method and the process of collecting them continued until the theoretical data saturation stage. Data analysis was done using the content analysis method of Brown and Clark (2006). The results of the research led to the explanation of the effective factors on the doctrine of non-actionable defense with a military approach, and these factors were categorized into three areas: "doctrine drivers", "doctrine structurers" and "doctrine environmental accelerators". The results showed that in order to formulate the doctrine of passive defense with a military approach, special attention should be paid to the mentioned three general areas.
