The Islamic Republic of Iran as a relatively large organization continuously plans and implements projects in the various fields of education and research in peace time or war-projects. These projects and plans are planned and implemented as industrial research, theoretical, group studies, the formulation of regulations and guidelines, in academia and research offices of Islamic Republic of Iran Army (AJA). The goals of the Islamic Republic of Iran’s army and its forces are also optimal allocation and implementation of plans and projects. Therefore, due to resource constraints, a scientific method for the selection and allocation of this type of plans and project must be used. In the allocation and implementation of projects, various criteria such as operational, support, financial, technical and technological, managerial, organizational and environmental factors must be considered. In this article, the opinions of experts and specialists are used in academic centers of AJA for selection, assignment and implementation’s model of research and educational projects. It was used to analyze the data and extract the appropriate model of fuzzy analytic hierarchy process (FAHP), we found in this section that organizational and requirements factors are the highest priority in assignment. In order to determine the validity of the model, the Importance-Performance analysis (IPA) technique was used. In this part it was also revealed that the projects had suitable performance in the last ten years, in these projects, it was important that factors were in accordance with suggested model. Finally some suggestions have been presented for the implementation of obtained model.

The principles of passive infrastructure such as power plants in localization, an important process industries, military industry, heavy industry, determine the route of power transmission lines, gas pipelines, water-pipelines, communication lines, refineries, pumping stations, etc., can in terms of hazards and reduce and minimize any damage to any military threat. Transitive agents are effective in the passive defense and geographical factors are that most of these factors. Among the geographical factors, climate as an important index of human life, especially in the development of human settlements plays an important role in developing and operating restrictions. Climate factors play an important role in defense and can be used as an important indicator of passive defense, the purpose of this study was to evaluate the susceptibility of the climate in passive defense. For assessment and zoning in the western half of the country's central region of 45 synoptic stations in the region with over 25 year period were selected and climate data on temperature, relative humidity, wind speed and direction, cloud, visibility, precipitation rain and snow during the day and month of the Meteorological Agency were received. The thresholds of military operations and the possibilities of influencing climatic parameters that influence the military operation were calculated. In order to weight and rank parameters AHP method was used and defensive climate index was obtained. The results of this study showed that the western half of the countries divided in three northern, central and southern parts. The northern part includes the provinces of East Azerbaijan, West Azerbaijan, Zanjan, Ardabil, And Hamadan, The middle part contains Lorestan, Kermanshah and north of Eelam and the southern part includes southern parts of Eelam and Khuzestan provinces. Between the months of May to October, in the northern part of the region unsuitable climatic conditions and in the months of December to April suitable climatic conditions are dominated by passive defense. In the middle parts in July, August, January and February suitable climatic conditions and in the remaining months of the year unsuitable climatic conditions is common. In the southern parts of the region during the months of May to September suitable conditions in the months of December, January and February, acceptable conditions and in November, March and April the unsuitable conditions are dominant.

Applying new methodologies in control and monitoring systems can have efficient effect in providing reliability, operation endurance, reduction of expenditures and hazards in maintenance, and abatement of required time for maintenance of air defense facilities. Regarding that it is possible to develop and maintain domestic air defense systems in Iran, the present study has experimented the effect of recruiting control and monitoring systems on reduction of average required time for maintenance. This was conducted by defining the concepts of control and monitoring systems, reliability, possibility of maintenance, average required time for maintenance, and by analysis of questionnaires and interviews. In this respect control and monitoring systems were considered as macro-independent variables and reduction of average required time for maintenance as a dependent variable. Being an applied research, the present study was conducted by a descriptive methodology and a quantitative perspective using field (questionnaires and interviews) and library (documents and miscellaneous sources).The outcomes were extracted by combining the analysis of qualitative and quantitative data. Finally, it was determined that using new approaches in new control and monitoring systems like SCADA was crucial.

Every country must take specific measures, policies, course of actions and arrangements to cope with threats in order to direct its defensive and security efforts as doctrines and general policies and enforce them. The present study analyzes the promotion of operation of Islamic Republic of Iran Army’s armored cavalry troops in unbalanced combat. Objective of this case study was to explore the capabilities of Islamic Republic of Iran Army’s armored cavalry troops in unbalanced combat. Descriptive research based on mixed analysis approach was used. Population of this study consisted of Islamic Republic of Iran Army’s armored cavalry troops. Due to having no record of combat against trans-regional forces in the country, the study collected data through questionnaire distribution, interviewing field experts and using documents. Results of this study showed that it is required to incorporate an organizational group for the production of smoke, monitoring howitzer of IRI Army for shooting smoking bullets, providing visual and multispectral dazzler, light and portable generators which are transported by wheeled vehicles or men to be used.

Possessing the skills of Martial Arts by military personnel in probable future wars, which are expected to be of asymmetric and pitched battle type, definitely has positive consequences for the country. The knowledge of this fact led to the principal question: “How can the approved Martial Arts in the Islamic Republic of Iran's Army (taekwondo, karate and Judo) be developed in the army universities and training centers?” This paper investigates the current and desired conditions of three important variables: the executive structure of physical education, the equipment and facilities and the suitable management method. The objective of this paper is to state the manner for the development of Martial Arts and to specify the beneficial ways to narrow the gap between the current and the desired conditions. The statistical population in this research includes the personnel of the Army Joint Staff and the Army Forces who are in Martial Arts management positions. The statistical sample equal to the statistical population embodies 43 of the specialists among the directors, managers and coaches. The collected data was calculated and analyzed through descriptive and inferential statistics tests and then it was processed via SPSS 19. The findings of the study reveal that the physical education executive structure is not suitable for the development of Martial Arts but it can attain to the desired conditions by means of including martial exercises in the students and cadets educational curriculum. Equipment and facilities such as (experienced coaches, places and suitable and adequate equipment) were identified as another important factor in the future development of Martial Arts. Finally appropriate management method plays an undeniable part in the development of such sports.

Background: Modern age has prepared different situation for organizations. As a result of passing the industrial revolution, the instrumental attitude to human forces has been paled. Personnel of professional organizations have become the main leaders in work process and organizational partners. Therefore, not only the managers must be armed to leadership skill, the employees also must learn methods that lead them to self-leadership. To achieve these characteristics, the organizations must empower the human resource as their most important resources.Being an applied research, the current study is a descriptive one. The hypothesis of study focused on the relationship between empowering the employees and management skills in a Medical Science University. For data collection, the researchers have used two standard questionnaires. Data analysis was done using SPSS18 and LISREL8.Regarding the dimensions of management skills, the findings showed an average of 3.87 for perceptive skills the most appropriate skill, human skill with an average of 3.77 ranking the second, technical skill with an average of 3.50 at third position of desirability, and in relation toempowering the employees, the index of meaningfulness was the first with an average of 5.03 and the feeling of confidence was the last with an average of 4.77. The results of the research confirm that there is an strong relationship between management skills and empowering the staff.

With the advent and development of radio communication systems, security and data protection is highly exposed to challenges, threats and abuse. To reduce the damage of abusing radio communications and enhance their security, they should be used encrypted. Generally, encrypted communications used in the field are of conventional type and thus unreliable. One of the encryption algorithms currently used in radio communication systems is the AES cipher algorithm. The use of this algorithm in radio communications has recently become popular. Different ways to implement the AES algorithm are presented, three of which are explored in this paper and finally a new method for the AES algorithm on hardware of the department is recommended. To check the results of the implementation of three architectural styles, three different hardware systems have been employed in two optimized modes for speed and capacity. Architectures studied in this article include iterative, single-phase pipeline and four-phase pipeline architectures. Finally, a new method is proposed for iterative architecture and examined. AES cipher implementation result of the proposed method is required increased causeway, economy in hardware and energy.
