Since the Aviation is based on facility, getting benefit of skilled and efficient personnel which are updated with the latest science is quite important. One of those since which the aviators need to know about, is the material linked with "Commercial Pilot License" which goes under supervision of "ICAO1” and it is to be said; so far there is no application over directly utilizing of ICAO publications in the training syllabus of the Islamic Republic of Iran Army Aviation (IRIAA). As it was considered, how to enhance the capabilities of pilots using "Commercial Pilot License" training including "Rules of Air", "Radiotelephony" and "Aerodromes", the dependent-variable was kept with no changes and the information obtained from documents, interviews with experts and questionnaires was collected and analyzed by descriptive-mixed method. As a result, the independent variable's impact on increasing the ability of pilots was confirmed to be high. The statistical community in this paper included all of IRIAA pilots, whose statistics were obtained from competent authorities, and, for security classification purposes, it was multiplied by a number and the result was 172. The researcher concluded from the research findings that if the deputy director of education of IRIAA provid the necessary planning to establish a relationship with the "Civil Aviation Organization" in order to conduct commercial pilot license training (air law, radio conversations, and airports) at IRIAA training center as a Supplementary course, the ability of airborne pilot pilots will increase.
