In today’s world, planning is one of the tools for the preparation of geographical environment. In other words, principled planning is a type of thought about the economical, political, defense, social and cultural problems and it certainly has a provident orientation and deeply considers the relation between objectives and comprehensive decisions. It strongly has to be comprehensive regarding the policy and program. The base of any spatial planning is the rule of a management du territory. The actions which are necessary for military defense and preparedness for safeguarding the people at the time of military conflicts, require great demands of space. These expectations have to be paid attention and coordinated. Thus, considering the requirements of civil and military defense in effective spatial measures and actions have been emphasized as an evident issue. Therefore, it is common sense to take the path that ends to this aim and create conditions that lead us to it. This is made possible only by paying attention to the security-defense considerations in positioning. The aim of amanagement du territoire in relation to defense is the establishment of military units in a given position for the purpose of maximum defense and minimum vulnerability.
